Resolve "Additionally deploy dantro docs to readthedocs"

What does this MR do?

This MR adds a readthedocs.yml configuration file that will be used by Read the Docs to generate the dantro documentation. The settings are filled in with the help of the corresponding Read the Docs documentation page

Check that the options specified in the readthedocs.yml file make sense.
