Resolve "Change axis_specific PlotHelper configurations from list to dict"

What does this MR do?

This MR changes the axis-specific PlotHelper configurations from list to dict. The keys of the axes-dictionary are arbitrary and unused. With the dict-structure easy recursive updating is possible.
