Rephrase readme so that it doesn't seem to suggest that PESI can make response times worse.
As the title says, the readme said that PESI can increase response times. I changed that to improve.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
