Add tooltip in disabled items

Closes issue #26 (closed)

Whenever the user clicks on a disabled item (e.g. "Print" or the Project tab in the Grades) a dialog box is shown to inform the user that the functionality isn't available yet.

Fixed the styling of the the Project in the Registration home so that it seems disabled and different from the other elements of the navbar
