Clean up the graduation module

What does this MR do?

This MR make some minor changes to the graduation module.

I grouped some things that could make a dev if the implementation is mistakenly repetitive or have a purpose

• Create an abstract class for wizard steps
• Update the service the collect the steps in the same way
• Change the routes to use camel case
