Custom message on student requests lists

What does this MR do?

This MR creates a message display on top of requests in order to inform the students regarding the current status of the application services (e.g. only the active students can make requests). The message appears on every screen of the requests option, that is the list view of submitted requests, new request and the list of available requests.
