Move puppeteer package to peerDependencies

What does this MR do?

Moves puppeteer to peerDependencies in order to reduce installation size

After this change it is recommended you run npm install puppeteer in the base directory (which contains all universis-students, universis-teachers and universis folders). View referenced issue for file tree.
