Update policy.yml

The merge request updates the security policies for the project. It enables a new security policy named "DevSecOps Lvl 3 Sec Policy" and provides a description for it. It also removes the excluded paths for the secret detection and SAST scans, and sets the log level to debug for the SAST IAC and dependency scanning scans.
