The latest version of autoconf-archive introduced an API
break by removing `@CODE_COVERAGE_RULES@`, replacing it with
`include $(top_srcdir)/aminclude_static.am`.

This commit makes the necessary changes, then bundles the new
.m4 file so that older versions of autoconf-archive will still build correctly.
