m4: Add latest code coverage macro

Christopher Davis requested to merge BrainBlasted/uhttpmock:use-latest-code-coverage-macro into master

The latest version of autoconf-archive introduced an API break by removing @CODE_COVERAGE_RULES@, replacing it with include $(top_srcdir)/aminclude_static.am.

This commit makes the necessary changes, then bundles the new .m4 file so that older versions of autoconf-archive will still build correctly.
