As the title says, the apple-drops.all-trees option can only be disabled on Minecraft 1.13+. This is due to the following: https://gitlab.com/uhccore/uhccore/-/blob/1.20.11/src/main/java/com/gmail/val59000mc/listeners/BlockListener.java#L148
where it is clear that on older Minecraft versions, all trees will be recognized as "isOak", which means that apple drops will always be rolled for all leaves even if apple-drops.all-trees is disabled.
