draft: configure buckets for datasync from FSx

related to adp#27

following the needs documented in adp#27 (comment 2041910755) and adp#27 (comment 2042047916), attempts a configuration for the datasync terraform setup provided in !611 (merged)

consider this a DRAFT configuration; note especially:

  • the bucket setup documented in !611 (merged) is not done for the relevant buckets;
  • the AD user doesn't yet have read access to all the relevant paths; we'll need to route this through other ITS staff;
  • there is some risk of downtime and short-term data unavailability to the applications if the first of these points isn't addressed, or if these are otherwise misconfigured; we should discuss ways to mitigate.

cost seems negligible right now (total datasync costs in testing are less than $2); data transfer costs don't seem to be a factor. the main cost here is the S3 cost for the application ready storage.
