overlay: Add config for usb-moded

Disable usb-moded's rescue mode since this port is now bootable on Focal (which fixes MTP & ADB upon boot without having to replug).

If someone has an idea which IDVENDOR, IDPRODUCT_MTP, IDPRODUCT_MTP_ADB, IDPRODUCT_RNDIS, & IDPRODUCT_RNDIS_ADB values I should set be my guest ^^ Here's a copy of the /var/lib/lxc/android/rootfs/vendor/etc/init/hw/init.qcom.usb.rc after umounting the bind-mount on top of it: init.qcom.usb.rc
