gsi-port-ci.yml: increase jobs timeout to 3 hour 30 min

My miatoll port and (probably other ports too) takes with 10 minutes a little longer to build, than the default timeout of 1 hour causing the builds to fail. This commit increases the timeout to 3 hours and 30 minutes for each job, same way it is done with the old halium-10 .gitlab-ci.yml present in other porting repos.
