WiFi not working if IP is set by the router

Steps to reproduce
- connect to WiFi router
- set local IP to 192.168.2.203 for the phone
- reconnect
Expected behavior
connection to WiFi so you can for example ssh into the phone
Actual behavior
phone says that it is connected but browser says that it can't load a page router says that it is connected but speed of the device is 0mb/s
Steps I ACTUALLY took
- install UT and have fun
- make SSH work and set local IP to 192.168.2.203
- update to 20.04
- understand that it might be unstable
- downgrade to 16
- WiFi broken
- reinstall UT
- WiFi broken (and blame 20.04 for nuking drivers (it wasn't the problem))
- install LinageOS
- WiFi works
- Install UT again
- WiFi doesn't work
- install LinageOS again and use it for a day
- be sad because not UT
- install UT
- check what router says
- guessing that setting IP to automatic might work
- WiFi works
- YAY
