overlay: make device specific config files for repowerd

ivan petrov requested to merge beywolfff/xiaomi-miatoll:focal-repowerd-config into focal

Moved the repowerd configuration from the config-default.xml in device specific files because when its done in the config-default.xml it can be overwritten by installing repowerd from ubport-qa for example.
