deactivate /proc/last kmsg

Try to access the file /proc/last_kmsg, causes unwanted reboots (confirmed by Vladimir)
This MR fixes this issue by removing that file.
Thus, apps (or users) will not cause unwanted reboot when trying to access to last_kmsg.
A more modern solution is already activated in UT surya the kernel : PSTORE_CONSOLE & PSTORE_RAM
It should be noted that LineageOS and Xiaomi do not activate last_kmsg in their surya kernels.
I've tested this fix on my surya phone.
