OP5T: update focal config to adjust for some known bugs

My first MR regarding configs. Please let me know if I need to do it different or if anything is wrong.

As discussed in the forum, under focal the notification/charging led does not work most of the time. I experienced it to work occasionally, but definitely not reliable.

Dual sim is only partially working, although this seems to be overridden by global config? Do we need to change that then here?

And since sound recording does not work after a call, camera/video should be marked as partially working I think.
