pbuilder-hookdir: pin -proposed pocket to the same prio as release one

This mimics what Launchpad does when it builds its own packages. Implements this as a new hook to avoid polluting the file we don't ship.

Also, while we're at it, move our local modification to D20releaserepo to the same hook. This means D20releaserepo is now the same as JDG.
