pbuilderrc: enable Ubuntu's -proposed for an unreleased version

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/enable-proposed into main

This should unblock us from Noble's current t64 transition and xz-utils rollback causing the archive to be in an inconsistent state.
