usr: Disable snapd's automatic snapshot retention

  • snapd's automatic snapshots when removing snaps can take several minutes in the case of Docker or LXD with multiple GBs of images. This has no use for us on Ubuntu Touch, so set up a post-boot script to disable automatic snapshots for good. This matches the defaults on Ubuntu Core. While we're at it, rename the systemd drop-in to something more generic.
