touch-core{,-android9plus}: use LineageOS's apndb

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/focal_-_lineageos-apndb into focal

The DB itself and the required plugins to use it are added.

lineageos-apndb is added alongside MBPI in case something else still depends on it.
