Update to support multiple UT major versions, and start building for version "devel"
- Rename focal/ -> ubuntu-touch/
- ubuntu-touch/: rename {focal- => }finalize-*.yaml
- ubuntu-touch/: move focal-base.yaml => bases/focal.yaml
- ubuntu-touch: parameterize base and add devel base
- ubuntu-touch/: accept ut_version_major for android9plus, hybris, pdk
- ut/00b-uid-gid-fix: also recognize Noble version of passwd DBs
- 00a-dpkg-excludes: adjust regex to account for dpkg output change
- ut/hooks: adapt to new and changed users in 24.04
- Jenkinsfile: start building images for UT version "devel"
- ut/overlay: move /etc/netplan/* -> /lib/netplan
