d/control: no longer Provides: powerd

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/build-against-noble-no-provides-powerd into main

Nothing should ever refer to powerd anymore (especially since [1] is merged). And, apparently apt starts taking Provides: into account when considering Breaks: of repowerd-data, which in turn prevents installation of repowerd entirely.
