ubports-config: extends tethering detection to CDC-{NCM,ECM}

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/cdc-ncm-fp4 into ubports/latest

Devices like FP4 starts to use CDC-NCM instead of Microsoft-proprietary RNDIS as the network-over-USB of choice in their kernel config. As supporting it is trivial, also support it from our scripts. Also throw in CDC-ECM, assuming it also has the same ifname attribute.
