Draft: Add prefix to TZID

Lionel Duboeuf requested to merge personal/lduboeuf/fix_events_shifted into ubports/focal

LibIcal strip continent prefix in TZID field by default. Current clients does not support city to IANA Timezone, making calendar events shifted when in different timezone. fixes ubports/development/apps/lomiri-calendar-app#228 (closed)

Note that sync accounts need to be recreated.
