Initial packaging of qmlscene-ubports

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/focal_-_initial-packaging into ubports/focal

This package brings in the source of qtdeclarative5 and then build only qmlscene tool, for the purpose of patching it to work under Ubuntu Touch system.

Fixes qtdeclarative#1 (closed), Supersedes qtdeclarative!2 (closed) and qtdeclarative-gles!1 (closed)
