d/rules: don't install upstream systemd unit file

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/build-against-noble-no-lib-systemd into ubports/latest

We have our own copy in debian/ directory, so we don't want upstream's version. Also, due to us explicitly specifying path, we would have 2 copies of unit file in /usr/lib and /lib, causing problem when installing the package.
