Downgrade to latest version with ril included

This does a nasty hack to downgrade to a older version that include a working version of sailfish ril driver.

Yes we should fix this by including the new plugin (ril [0] and binder [1] by sailfish, but the binder one is not ready yet [1]

but on the bright side, cellular works on focal now.
