debian/*: make it possible to co-install -dev package
The pkg-config is renamed to ofono-sailfish.pc, and headers are put in a subdirectory. The plugin directory is also varianted, which mean the plugin built against 1 variant will be used with that variant only.

After merging this, please merge:
- ofono-ril-plugin!4 (merged)
- ofono-ril-binder-plugin!4 (merged) In the same day, in order to make sure the oFono plugins are rebuilt against this MR and available in the new plugin location.
