Package Mir 1.8.3 and rename packages to be mostly co-installable with Mir 2

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/build-on-noble into ubports/latest

All library packages are co-installable, as well as development packages. Platform packages and docs are also co-installable; it's not strictly needed but to get some consistency.

Programs under /usr/bin are not renamed, so packages containing them will not be co-installable; it's not really needed. The only exception is mir1_wayland_generator which is needed by libmir1wayland-dev.
