Bring latest libhybris from upstream into xenial_-_android9 and enable Q linker

NotKit requested to merge ubports/xenial_-_android9_-_update into ubports/xenial_-_android9

Most of the changes in libhybris are for Android 10, so it should not affect existing devices. This is needed to enable Android 10 devices on same rootfs as Android 9.

Tested on Volla Phone and Xiaomi Redmi Note 7.
