* d/control: upgrade debhelper-compat to level 13
* Adopt some packaging from Debian where appropriate
- Remove no-longer-needed libiphb-dev and libmce-qt5-dev from B-Ds.
(note that Debian have a patch for this in 0.11.4, but this is handled
differently upstream in 0.11.5).
- d/control: bump Standards-Version, set Rules-Requires-Root, update
descriptions.
- libbuteosyncfw5-dev: remove unused and non-reproducible .prl file.
- libbuteosyncfw5-doc: install documentation in a new place.
- d/rules: set QT_SELECT, enable hardening flags.
- d/patches: update patch names to match Debian.
* d/control: update Vcs-{Git,Browser} to point at us
* d/rules: stop defining USE_ACCOUNTSHELPER_LISTENER.
Usage of this define is removed in [1]. It seems to be replaced by
USE_ACCOUNTSHELPER_SCHEDULER_WATCHER, but since we don't actually have
a "scheduler", don't add that either.

Becuase of B-Ds reduction, this means work updating libmce-qt5, libiphb, and their dependencies is (possibly) redundant. Sorry about that.
