debian/: clean up packaging a bit

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/build-against-noble-cleanup into ubports/latest

Now that we always build against lomiri-url-dispatcher, always depend on it unconditionally. Without this and when lomiri-url-dispatcher is uninstallable, package build will fail at the configure stage, which is a bit confusing.

Also, move Lomiri CMake flag together with the rest of the flags in debian/rules.
