ril: Deferred power-cycle after PIN entry

ofono & rild in 20.04 regularly get stuck during the network search phase unless a power cycle happens, for reasons unknown in this black-box. Kick rild out of its stuck state by power-cycling once 3 seconds after PIN entry.

Note that this invalidates a previous assumption of ofono having to stop itself in case the radio state is unavailable/off during startup.
