Initial packaging

This package extracts ubuntu_provision plugin from ofono-ubports and provide it as a standalone plugin buildable against other oFono packages. At the moment, the package is built against ofono-sailfish only as it's needed the most - the rest will have to wait until we change the packaging of oFono to allow co-install.

The initial commit contains the code as-is from the ofono-ubports. The rest (this MR) are changes to make the out-of-tree build happens.
