Draft: Implement privacy notification mode while locked

Lionel Duboeuf requested to merge personal/lduboeuf/enable_notif into main

It seems there is no mutual agreement regarding what to display or not in case user choose the privacy mode. Other OSes choose to only display a clear notification but with just a "new message" content with the app icon in place.
