Apps installed from the Open Store currently don't have a way to convey their support for special URLs to the rest of the system because the commit afc5cc4b removed support for clicks altogether.

To allow apps installed from the Open Store to re-add their URL handler support, re-introduce one hook that has been removed and that causes installations as well as bootup sequences to create the missing symlinks in ~/.cache/lomiri-url-dispatcher/urls.
