handler/callhandler: also mute microphone via Pulseaudio

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/58-micmute-on-telephony-service into main

It was done in telepathy-ofono back when Pulseaudio handling was in that component, but hasn't been brought over when handling moved to here [1] [2]. Since it turns out that there are still quite a number of devices that need this (e.g. FP4), add it back here.
