Fix language selection in Debian

Robert Tari requested to merge tari01/lomiri-system-settings:pr/debian-language-selection into main

On a Debian install setting the LANG AND LANGUAGE variables in lomiri/data/lomiri-greeter-wrapper has no effect. Exporting them in ~/.bashrc is also ignored.

This approach allows lomiri-system-settings to update the locale directly, which ensures the environment variables are propagated properly.
