plugins/, tests/: merge back security-privacy plugin

Security-privacy plugin is splitted out in commit 39266ebe ("Remove accessibility, cellular, phone, and security-privacy plugins"). However, since then, we've discovered that:

  1. Security-privacy not only contains the "trust-store" part, but also screen locking part, which would be of interest to every distributions which include Lomiri.
  2. There is a dependency from the "about" and "battery" plugins to this plugin. This forms a dependency loop.

As such, we've decided that we are better off bringing back the security-privacy plugin back into the main lomiri-system-settings codebase.

The codebase is merged from lomiri-system-settings-security-privacy at commit 0d5e1b7fc818 ("Translated using Weblate (Chinese (Simplified))").

@sunweaver after this MR is merged, Weblate translation for lomiri-system-settings can be unlocked.
