Add flag to compile with ubuntu accountsservice

Distributions that would be uncomfortable adding an Ubuntu-specific fork of accountsservice block the addition of lomiri-system-settings to their repos. By adding a compile-time flag to prefer upstream accountservice, other distros, especially non-Debian-based distros, can package this.
