add dialog with message that current background image can not be deleted

Daniel Frost requested to merge Danfro/lomiri-system-settings:nocurrentdelete into main

Currently, when selecting the current background image, and pressing "delete" the image will simply be deselected but nothing happens. I think it would be helpful to give the user an explanation, that the current background image can not be deleted.

This MR does add a dialog to do that.
