Address missed location service Ubuntu -> Lomiri renames

Makes per-app location toggles available finally for 20.04:

Contributes to indicator-location#2 (closed) Doesn't change anything in terms of the indicator toggle itself working as expected, only system settings toggle reliably persists the enabled state across reboots still.
