Currently double tap to wake is not connected to a gsetting. So with every reboot the setting is "lost" (ubuntu-touch-settings#2 (closed)). I will try to fix that.

This MR does add the gsettings value. After this is merged, I will try to adjust the system settings page to work with this setting.
