debian/config.json: rename path of `fallback_sound`

Ratchanan Srirattanamet requested to merge personal/peat-psuwit/fix-config-fallback-sound into main

fallback_sound still refers to the old path with name ubuntu. Even though we plan to restore the compatibility symlink, it's still better to use the new name.
