Revert "Add information dialog for connectivity requirement when sending/receiving MMS"

According to user feedbacks, in some situation, popup is still shown even if all the required toggles are set. More over some device seems to support sending/receiving MMS through Wifi, which makes the check not accurate. see https://forums.ubports.com/post/87834 and https://forums.ubports.com/post/87916
