lib: Hide Splash screens in Libertine apps

Adds a new bitset to allow setting preference over whether to show splash screens or not, and make Libertine its first consumer. Libertine is intended for running X apps, primarily. This hides unnecessarily spawned placeholder windows waiting to be filled by the shell for the application window at hand.
