hwc wrapper should be prepared after screen sizes has been populated

Katharine Chui requested to merge kethen/mir-android2-platform:hwc_layer_size_fix into main

I have no idea how this is working on other devices, hwc2_compat_layer_set* calls were receiving screen size of 0,0

Ideally test this on other devices too before merging
