Run click migrate and make a backup

This uses the click migrate basic migration functionality in order to migrate renamed packages using the new version hook, see ubports/development/core/click#17 (closed).

In addition it adds a new release hook facility which runs on major release upgrades before the new version hooks. It is used here to make a backup of user settings and data before the migration.
